On September 14, 2025, at the achievements release event of the China International Fair for Trade in Services (CIFTIS), the China Innovation Finance Institute|Chengdu, which has participated in CIFTIS for three consecutive years, officially released the White Paper on Chengdu Enterprises Going Global. This white paper systematically sorts out the core competitiveness and overseas expansion models of Chengdu enterprises venturing into the global market, offering crucial references for exploring replicable internationalization paths for enterprises.

Focusing on Chengdu's Advantageous Industries and
Systematically Presenting Enterprise Overseas Expansion Models
As a dedicated research achievement of the CIFI, the white paper comprises nine chapters. Its research scope covers Chengdu’s five advantageous industries, including electronic information, equipment manufacturing, medical and health care, new materials, and green food, as well as key sectors such as energy and chemicals, and cultural tourism.
Adopting a research framework of “industrial analysis + enterprise case study,” the white paper first conducts thorough and systematic research on the development status and industrial layout of each industry. On this basis, it selects representative key enterprises within these industries to carry out in-depth case studies. The white paper comprehensively sorts out the core competitiveness of these key enterprises in their overseas expansion process, encompassing multiple dimensions such as technological innovation capabilities, industry status, brand advantages, financial strength, and overseas market expansion experience. It provides important references for both exploring replicable internationalization paths and formulating relevant policies.

Achievements Coexist with Challenges:
Chengdu Enterprises Still Need to Build Systematic International Operation Capabilities
Research findings in the white paper indicate that leveraging their strong technological strength and complete industrial chain support, Chengdu enterprises are accelerating their overseas market development and demonstrating robust international competitiveness. Many enterprises have successfully explored overseas expansion paths tailored to their own characteristics through technology-driven strategies, brand building, and diversified internationalization approaches, establishing representative experience models.
Meanwhile, the white paper also points out that currently, Chengdu enterprises primarily rely on product and service exports. In contrast, more advanced and complex overseas expansion models—such as capacity globalization, franchising, and licensing trade—are not yet widespread. This suggests that the overseas expansion of most Chengdu enterprises is still in the initial stage of exploration and development, and they have not yet established systematic international operation capabilities.
Recommendations to Address Overseas Expansion Challenges and
Provide Effective References for Governments and Enterprises
In response to the challenges faced by enterprises in their global expansion, the white paper puts forward several recommendations:
1.Strengthen policy guidance and service provision, establish a more comprehensive support system for overseas expansion, and promote the formation of a coordinated framework featuring “government guidance, enterprise-led efforts, and business association support”;
2.Develop a special support mechanism for overseas brand building, and assist advantageous enterprises in enhancing their international competitiveness through multiple dimensions including brand, culture, and technology;
3.Cultivate a number of typical cases of local Chengdu enterprises with international influence in their “going global” endeavors, and drive more enterprises to expand into the global market by leveraging the demonstration effect;
4.Encourage enterprises to strengthen overseas market research and improve their capabilities in compliance management and localized operations.
“Not only does this white paper systematically present the overall landscape of Chengdu enterprises ‘going global’ for the first time, but it also summarizes and refines replicable international experience models, creating a research outcome that holds reference value for governments, enterprises, and institutions,” stated Calvin Chenggang Fu, Chairman of the CIFI, at the release conference. For the government, the white paper helps it gain a comprehensive understanding of the internationalization practices and industrial development status of Chengdu enterprises, providing a reference basis for policy formulation and support system construction. For enterprises, the white paper summarizes the successful experience and overseas expansion models of representative enterprises, forming a practical guide that can be put into practice.

Based on the research results of this white paper, the CIFI will, in the future, focus on the global expansion needs of enterprises, continue to advance the construction of the Cross-Border Investment & Financing Digital Platform, accelerate the development of an open and shared cross-border service ecosystem, and provide strong support for more enterprises to successfully “go global.”
