One of the series of events of Chengdu Finance Week, the Luxembourg Day and Luxembourg Innovation Finance Conference, which was co-hosted by Chengdu Municipal Local Financial Regulation Bureau, Chengdu Hi-tech Development Zone Administrative Committee, Luxembourg Stock Exchange and China – Luxembourg Chamber of Commerce, and was organized by China Innovation Finance Institute, was successfully conducted on 20 November 2023 at Chengdu European Centre.
The Luxembourg Day and Luxembourg- China Innovation Finance Conference, under the theme of “Promoting Innovative and Sustainable Future”, aimed at Luxembourg’s International Financial Centre practices and sustainable financial development, as well as the establishment of Chengdu-Chongqing as a financial centre in western China and the enhancement of Chengdu’s cross-border financial service capacity, and carried out interactive roadshows and cooperation docking through keynote speeches and panel discussions.
Opening Addresses & Keynote Speeches
H.E. Roland Reiland, the Ambassador of Luxembourg to China, and H.E. Mr Qizhou Liang, Director General of Chengdu Municipal Local Financial Regulation Bureau, delivered opening speeches. Ambassador Roland Reiland systematically introduced the development of Luxembourg’s international financial systems and envisaged the prospect of China-Luxembourg financial cooperation, while Mr. Liang Qizhou elaborated comprehensively on the development of Chengdu’s financial system and the Western Financial Centre-Luxembourg collaboration.
Julie Becker, CEO of the Luxembourg Stock Exchange and Founder of LGX, delivered a keynote speech on the unique role of the Exchange in the process of financial innovation and sustainable financial development in Luxembourg. Zhujun Xie (King), Chairman of China-Luxembourg Chamber of Commerce, Director of China Market at Banque International à Luxembourg, outlooked on the co-operation between the Chinese and Luxembourg business community in supporting Chengdu and western enterprises to access the European and global markets.
Panel Discussions
Pane l was themed around “Capital Market Connection: IPO, Green Bond Issuing and Cross-border Financing”, Fang Zhang, Head of Greater China Business Development, Luxembourg Stock Exchange, Dr. Weiyu Xu Assistant Director of the International Cooperation Department of Shanghai Stock Exchange, Yuanchen Shao, Head of International Promotion, International Cooperation Department of Shenzhen Stock Exchange, Jiawen Fan, the Marketing Director of Chongwa(Macao) Financial Asset Exchange Co.,Ltd had in-depth discussions on the topics of capital market services for Chinese enterprises to go overseas, green finance innovation and cooperation, and listing and issuing bonds abroad for Chengdu and western enterprises.
Panel Ⅱ focused on the theme ” International Financial Centre: Luxembourg’s Practices in Financial Services”. Jacques Bortuzzo, Director, Head of China Desk at KPMG Luxembourg moderated the panel discussion on fund establishment, banking services and financing facilitation with Zhujun Xie (King), Chairman of China-Luxembourg Chamber of Commerce, Director of China Market at Banque International à Luxembourg, Oliver Benner, Head of Strategic Development at BIL Asset Services, Karim Rani, Head of Relationship Management & Business Development, BIL Manage Invest S.A., Jingya Tian, Head of China Desk at BDO and Tamara Caiani , Co-Founder & CEO of Multi Family Office Esperia.
Attending Chinese and foreign guests have great confidence in the Western Financial Centre-Luxembourg cooperation and look forward to jointly enhancing the level of sustainable financial cooperation between China and Luxembourg, as well as between China and Europe, supporting the development of green and low-carbon industries in the western regions and the transformation and upgrading of traditional industries. Through financial empowerment, we aim to achieve a higher level of mutual benefit and win-win cooperation.
